Be ready to show the evidence.

This is a planning checklist, not a DOT inspection result. Requirements vary by agency. The public website and random demo do not prove that a customer’s program meets them.

1. Program ownership and service-agent scope

Identify your agency, covered roles, designated employer representative, policy and assigned service agents. Confirm what LTS performs and what stays with the employer. LTS does not serve as the employer’s DER.

2. Random pool and completed testing

Produce dated eligible-roster snapshots, your selection procedure, confidential notification records, collection dates, documented exceptions and completed-testing totals for the year. For FMCSA, equal selection opportunity, unannounced tests, prompt reporting to collection and distribution through the year are required. A selected name alone does not count as a completed test.

3. Qualified collection, laboratory and review services

Confirm collector, BAT/STT, laboratory, MRO and SAP roles and qualifications as applicable. Confirm custody-and-control procedures and the authorized result path. The service integration must not intercept laboratory-to-MRO transmissions or release confirmed laboratory results before MRO processing.

4. Confidential records, retention and retrieval

Restrict access by role and company. Confirm organized, legible records, backups, export and retention by record type. Under §40.333, relevant categories include five-year, three-year, two-year and one-year retention periods. Agency rules may add requirements; an FMCSA records request may require production within two business days.

5. Training and time-sensitive testing

Confirm policy distribution, required supervisor training, post-accident arrangements, reasonable-suspicion procedures, return-to-duty and follow-up responsibilities. FMCSA §382.603 requires at least 60 minutes on alcohol misuse plus 60 minutes on controlled-substance use for persons designated to supervise drivers. The two short site videos do not satisfy that requirement.

6. Clearinghouse and owner-operator arrangements

For applicable FMCSA operations, confirm required queries, consent, reporting and user designations. An employer who drives for their own operation must have the required C/TPA designation and suitable pool arrangement. LTS must agree to the assigned service role before the client designates it.

7. Software controls before a live random pool

A production service needs authenticated company access, eligible-roster validation, durable draw records, controlled selection cycles, protected notifications, completed-test tracking and recovery/export procedures. AI must not choose employees or change selection odds. These controls are not provided by the public synthetic demo.
